This paper suggests that at the beginning, ballot initiatives were created to allow for the introduction of grass roots movements and to support changes in the operation of government. In recent years, though, ballot initiatives have simply been utilized by rich special interest groups to fuel their own selfdirected governmental processes. Though California attempted to change the ballot initiatives process in 1999, they were unsuccessful. The problem with continuing under this system is that it defines a method for spending governmental funds and taking control out of the hands of politicians.
