Overcrowding in German Prisons

Not since the introduction of the German Prison Act, which occurred 25 years ago, has the German public been so skeptical concerning the rehabilitation of offenders into society ("Where is"). This problem is compounded by serious overcrowding in German prisons, which tends to create situations that exacerbate, rather then rehabilitate, the prison populations. This discussion looks at the problem of overcrowding in Germany prisons and the solutions that have been proposed thus far. Bibliography lists 4 sources.
