A 17 page paper discussing environmental justice, policy and environmental law as the concepts apply to Altgeld Gardens, a low income housing development on Chicago's South side that was built in the 1940s on top of an industrial waste dump. The greatest portion of the paper is a case study of the development of Altgeld Gardens as an island in an area boasting the highest density in landfills in the country.
