The influence of Francisco de Haro on San Francisco

Before California within the hands of the Americans, it was a Mexican territory, with the Mexican soldier Francisco de Haro being tasked with laying out a pueblo, and being elected democratically as the first Alcade, a role which is broadly equivalent to that of mayor.
