The history of human services and social welfare in the United States began long before the federal government stepped into the picture. From the earliest days, local villages and towns felt an obligation and a responsibility to help the needy when other family and neighbors were not enough. This paper reports some of the major highlights in human services and social welfare in the U.S. There is an emphasis on the early days because they set the foundations for what was to come.
