Can Unsuccessful Districts Change

Is there any way to help schools that are seldom successful? It seems that changes are always being made in our public schools yet the media constantly reports how badly our public education system is. This paper focuses on one article written by Gary Schumacher that reports a research study conducted involving schools that had received awards for their efforts to improve. This paper reports some of the recommendations for making major changes in school districts to improve their quality of education.
